Case Studies HUD Policy Development and Research Program
In support of HUD’s office of Policy Development and Research (PD&R), IBTS undertook a nationwide survey of over 400 multi-family projects. The focus was surveying and measuring the extent of noncompliance with the federal Fair Housing Code Design Guidelines. HUD required that the survey produce highly accurate results, and IBTS was given the tasks of developing the management methodology, survey instrument, technical resources and skilled personnel to carry the project forward on a city-by-city basis for 26 Core-Based Statistical Areas (CBSAs).

Per contract with HUD PD&R, IBTS was required to develop targeted survey methods to ensure generation of highly accurate technical information.
- Held a pre-award meeting with all partners to fine-tune expectations/processes.
- Held stakeholder meetings with representatives from federal and state programs, accessibility advocates, project designers, developers, and code authorities to address concerns and methodologies for success.
- Carefully considered survey instrument development, data-collection procedures, and planning.
- Determined that outreach for survey participation would be carefully documented to ensure sample validity.
- Determined that IBTS would conduct all surveys using its own skilled staff of certified accessibility reviewers to ensure uniformity and quality of data.
- Developed and conducted training for all team participants with mechanisms for feedback and monitoring.
- Provided in-house IT expertise to customize software and provide web-enabled capability for record transmittal and maintenance.
- Performed data quality reviews throughout the data collection and analysis stages of the project aimed at quality, consistency and usability of data.
- Despite the voluntary nature of this survey, IBTS’s outreach was successfully performed and dispelled project representative fears of enforcement.
- Data collection was successfully conducted and HUD was provided an 8 MB database for further analysis.
- IBTS’s E-Inspection Web portal enabled inspection data to be quickly uploaded and processed. The building of a usable database was achieved within a short timeframe. The status of all survey activities was continually monitored to ensure the continuous free flow of information.
